The third part of the system will to automatically spread propaganda support of information operations based on pre-prepared scenarios to influence mass audiences across social networks and blogs.

An RT report on the new system quotes experts who doubt such a system could be implemented without hacking social networks and resorting to other illegal tactics.

These experts are either clueless or are information agents themselves as one only needs to look into those who conduct information operations for the Pentagon to see that this is already being used in the United States, with the caveat the third part isn’t automated.
