Despite common knowledge that cement can not cure if it is moving the federal government gives BP the go ahead to cement the well even while the BOP continues to leak. This may be a sign of desperation because the recent collapse of the relief well could indicate that killing the well from the bottom just may not work.

The Government is now concerned that methane is leaking from multiple place and has confirmed oil leaking from the seafloor yet decides to allow BP to keep the BP Gulf Oil Spill well capped and risk an uncontrolled blowout.
