My initial assessment is the this proves one of two things based on the assumption that the Federal Government and BP claim that the production casing is sealed with a 5,000 feet cement plug:
The cement didn't cure properly and oil is leaking through cracks in the cement plug.
There is damage in the well casing above the cement plug. Oil is traveling up along the rock formation outside the well and re-entering trough an open hole in the well casing back into the production casing above the plug and then flowing up to the blowout preventor.
